I've never done it myself but I know that polyurethane tanks can be welded with a plastic welder. I would suggest that if you intend to DYI, then you should research the materials, tools and techniques and materials. Personally, I would probably try to find a firm that does this professionally and get an estimate on what it would cost to have them do it.

For something smaller, DIY would make more sense; but 600 gal is more than a ton of water - you don't want to risk a tank rupture that might send that much water going wherever it wants to, all at once.
