Assuming the disk is clean and clear of scratches and cannot be red trying multiple known good drives i'd say the coating on the disk itself is deteriorating. This can happen over time or due to exposure to heat and/or exposure to UV light. In which case you have little hope of recovering the lost data. There are some software packages that will try to do a bit for bit read of the disk to retrieve as much data as possible but it's vary likely the information is beyond repair.

i would breath steam onto the disk (on the shiny side) and wipe it off with you shirt

because when someone touches it may leave residue

Corrupted?

You mean scratched or otherwise unreadable?

If you mean real data curruption due to failure of the organic material holding your data I see little chance.

Scratched CD's you can clean and first order of business would be to create an image file from the CD to work with.
