Why would you use a lm3914 bargraph LED generator? You are not going to get precise readings at all, with only 1 sig fig of resolution. Presumably to test 9V batteries? If anything use a few 7 segment LED drivers and a 8 or 10 bit ADC with a parallel output to drive the digital inputs of the 7 segments. That way you can get a nicer digital readout with 3.00 significant figures.
