If you want to be an Editor, you need to work for Instructables properly - you'll need to send your CV or resumé to HQ with a covering letter, and be ready to move to San Francisco.
The majority of people who are able to Feature projects, though, are members of the Community Team, who are all time-served members with a track record of decent projects, general helpfulness, and a tendency to be on the site far more than is actually necessary.
You cannot apply to be on the CT, you get personally invited by a member of HQ staff.
From what I've seen most of the actual editors are Instructables/Autodesk employees or interns. I know there are some non-employee community members that are invited to help judge contests they don't have a project in. I would be willing to bet that canucksgirl is right in saying it's invite only, and to get an invite you probably need to go above and beyond as a maker, outside of Instructables, make a bit of a name for yourself perhaps.

I think they select or invite members for those positions. (I can't say for sure, but I believe I remember a Community Team member telling me that).
