How do you track an applications read and write activities? Answered

 I want to track where a dll is being saved by a program that fishes it off the net.  Obviously it is saved in temp, cache, or even a permanent location (though I strongly doubt this).  I need to find where that is so I can get the dll.  Please don't tell me it's impossible because it's not.  I know it's not going to be easy - I'm a programmer and have been working on finding this file for some time and haven't found a way - but nothing on a computer is impossible.  Everything done CAN be tracked. I just need to know how to track this particular thing.  Even if you just have suggestions, that would be welcome (though no stupid ones please) but bear in mind, I've tried a lot of things so far...
