First, you have to get registered, then you go to the local voting place, prove you can vote, then vote. Its pretty straightforward.
OK, this one. Voting doesn't start until 21st Sept', when it does the entries with have a vote button displayed at the top and if I remember correctly they'll be displayed with a vote button on the contest page (that link)
