Since you're not changing *assuming the exhaust* the full exhaust, there is no benefit other than aesthetics to putting an exhaust TIP on - a larger pipe that clamps onto the existing pipe.

Replacement exhaust tips tend to come with clamps so you just slip the new one on, then screw it down with 3 screw clamps.

A tailpipe?
Larger to smaller diameter?
Cutting and welding is one idea, "filler" is another. I think a cut & weld contraction may be your best professional option. That is like reverse flared-trousers, where you cut slim triangles out and weld-up.

Well I have no welding experience and I am looking to do this for little to no cost. What is the filler option?

You can get "exhaust repair" kits, some kind of bandage and heat-resistant paste / cement. Easy to work with, but not designed to last that long. If a shop sells wiper blades, body-filler, brake fluid etc they'll probably have some. L
