Install more RAM.

Kill other programs.

Get a faster swap disk.

Install Linux.

Not necessarily in that order.

Depending on what you're using as a server, and what server-side code you're running, better server software might also make a huge difference. (Your mention of "lag" makes me suspect that you're asking your server to do more in response to each request than it should be doing... or doing it less efficiently than you should be.)

If you're serving to the public Internet, remember that most ISPs give you much less bandwidth for uplink than downlink. You may find that you need to spend more on your network connection.

Use Linux! Seriously!

If you're new to the linux world, try Ubuntu.

(Alternatively, you can re-install windows. Doing so will dramatically increase computer speed.)
