I could look it up but your asking the question - what is a 18650? and why do you want it to power the USB port?

I think a stack of four Li-ion cells (4*3.7V = 14.8V) would be a good match to one of those USB-for-your-car type power converters, you know, the ones made to plug into a cigarette lighter.   That gizmo is expecting an input voltage, probably somewhere in the range from 10 to 16 volts, and it gives you a regulated output at 5 volts, and it comes with a female-USB connector built in.

I am going to guess that you already have the other stuff you need for using Li-ion cells; i.e. those little protector circuit boards that shut off the cell when its voltage gets too low, and also some kind of  Li-ion charger for your cells for to recharge them.
