How to make a simple voice changer Answered

Hello guys I have a question.

I'm just trying to make a simple, cheap, voice changer like the little stupid toys you buy from the store. 
How can I do it?

I've looked ALL over the internet, and can't find ANYTHING thats simple like the little toys you get. Plus the ones I do find are too expensive.

Seems simple enough (and 15 dollars is quite cheap)

Yeah but this one messes up your voice too much. Plus there is a long delay between the he talks to the time it plays it. The little cheap toys at like Cracker Barrel that just tweek your voice a little bit. . . How?
