If your aim is to open it without ripping it, you can pop it in the freezer for an hour. Although I'm not sure how well it works with envelopes that have been sealed for a long time, I tried it when I accidentally sealed a card to my grandma before, and it opened flawlessly.
AFAIK modern envelopes aer specifically not steamable. The old gummed ones you had to kick could be steamed. Basically you use a kettle of simmering water and pass the envelope over the hot steam from the spout

Put it over steam.
That is "boil a kettle" and hold the glued-bit over the steam that comes out.
If it's old-fashioned "lick-it" glue it will soften.
