When you download a PDF of an Instructable; if that Instructable has files in it you must download the files from the Instructable not the PDF you downloaded. PDF files can only carry links, they don't carry files within a file.
It depends on how the links are ported into the PDF and what type of viewer you use. Sometimes it is just the firewall blocking the online access to the links. But if in doubt just follow Josehf's advise and download additional files from within the Ible itself.

If they are old ibles they may not be on the web any more.
What computer and browser are you using ?
Mozilla Firefox on a desk PC windows XP works well.
If you have a firewall it may be set to block files.
Clear your cookies too..
