There are different grades of silver solder that melt at lower or higher temperatures.
Usually if you can't get the silver to melt its a flux problem
When I solder delicate things I trap most of the ring in a heat sink, a vice or pliers leave the gap showing and the solder the bit I can see.
A very small flame o the torch also helps keep the heat where you want it rather than heating up the entire ring.

Go to the jewelry supply place of your choice (Rio Grande, Santa Fe Jewelry Supply, Amazon) they have copper solder use this instead of using silver solder. U-tube has a number of videos to watch if your issue is soldering.
