here you can do it in 3 steps:

1) Get a (good) multimeter / voltmeter

2) Use google to research the battery you are checking

3) check it.

Really doesn't help. Many chemistries keep a very close to constant output voltage over their discharge cycle. SLA is one of the few where a voltage reading will mean anything,

Good point. Of course the best method would be to get a charge/discharge controller for the particular type of battery which can keep track of the joules going in and out, and if a multimeter is used, the battery should be under load, something I couldn't have been bothered to mention before.

If by charge level you mean the voltage then simply measure it - enough gadgets for that are available from USB testers to fully fedged multimeters.
If you mean how much power is available in terms of Ampere or how long the battery will last under load you need a dedicated battery tester.

I have a simple circuit for a liquid sulfur battery, but I think you are wanting to recharge a Lion battery....
