And IME, if the batteries are defunct, the UPS will do NOTHING when you try and switch it on.

Are you sure the battery is still viable? If it has not been charged in a long time, it's pretty likely that the battery pack is terminal.

Many or most of the batteries used in UPSes are sealed lead-acid, and they need to be periodically charged, since any reduction in the fill results in an analog to bath tub ring, except the nasty thing in batteries is that the lead salt formed acts as an insulator, reducing the ability of the battery to charge and discharge. Eventually, the coating on the electrodes is so complete as to effectively open circuit the battery. No charge in no charge out.
