Looks like the S5 and above only have the latest android so your going to have to look external there is NO way your going to get any more circuitry inside the phone.
The above will create an Infrared transmitter using just 1 330 R resistor the LEd and an 8 pin IC - you need a power supply and some way to input your demand Cost perhaps $10

1. don't know what your phone is
2. Don't know the dimentions

If it is an android running the latest version you already have a IR TV controller built in. but may need some hardware.

You can't.You might fit one in the external headphone jack, or the USB port though
