Is it legal to install mac os on vmware and is it possible to install it on a pc without hardware virtualization support???

Not legal per the Apple license. You may only run Mac os on apple equipment.

But lots of people do it anyway.

As Re' - you may be "in breach of contract" but I don't know that this is otherwise against the law that applies to your administrative-area.
