Is there a circuit that can make a string of 10 LEDS blink? Answered

I have these party lights my girlfriend bought from a store and was curious if there's a 555 timer circuit that can run on 3 volts and make the lights blink on and off without it making the lights dimmer.

The CMOS version of the 555 will operate down to 1.5 volts according to the data sheet.

A really simple way is to put a standard flashing LED in series with the chain. As long as the current isn't too high it will interrupt the supply and flash them all.
