Think 'rice krispy treats' with different ingredients. The chocolate can be melted on top before cutting or, if you are adventurous, the cut bars could be dipped in melted chocolate.
Try googling 'cereal-bar chocolate recipe' (Hmmm, half a million choices...) Two of the first 30 weren't recipes-and they were number 27 and 30.
Yes, but of course you would not bake the chocolate. Bake the cereal bar first, then cool and coat with chocolate. Generally speaking, for transportability, chocolate used for coating has a high wax content,. Can't remember the name of the wax used off hand, but I do remember that it sorta revolutionized the chocolate industry, since it used to be that factories shut down in the warm months of the year until it became the norm to use it, because chocolate by itself has a very low melting temperature (hands will easily melt chocolate...)
