download - yep

run exe - yep (unless there are weird limitations policy on the computer)

install stuff into system - no

search here for software which you can install at home to a usb drive and then run anywhere (windows only) without installing

11010010110 has it right. Your problem is likely the installing, which is much more likely to be blocked than the actual downloading.

If you can't find a Portable App that is to your tastes but do have a computer at home, you might try creating a Linux LiveCD remastered to include an iPod manager that you like.

Another option you may not have considered: How about asking the administrator to install the program or something similar? It couldn't hurt to try.

Portable is the opposite of "needs to be installed". If that website isn't enough explanation for you, try Wikipedia's article.

Some of those portable apps require administrator access, some don't. In any case, I suspect that if you ask around, you can find someone willing to use a home computer.

I also suspect that you could manage to save five to eight dollars a week for three months, which is what a computer on Craig's List might cost you. Less, if you're willing to bargain a little.
