Its pretty easy to fix. In fact depending on where its leaking from all you might need to do is tighten the nut on the compression fitting or on the valve stem. But if you don't feel comfortable messing with it you can change it very easily.
First you DO need to find where the main water shut off is. Its often where the water meter is. there should be a valve that turns off all the water.
As for replacing the valve, take a good close up picture of it and go to a hardware store that sells plumbing parts. Ask one of the people there what replacement part you need and show them the picture. The valves are now often in little blister packs with instructions and all the parts you need. If not you may also need to get some nylon thread sealing tape. The hardware guy should know what you need. The entire thing should cost no more than $20.00 but if you need to buy a wrench or wrenches it could go higher. Ask them what kind of tools you need to change it.
Once you get all that and turn the water off the replacement job should take you no more than 1/2 hour. It's pretty easy.

If you do need a wrench, don't skimp - if it is a one use only thing get something like snap-on or sidchrome, they hold their value and you can re-sell them for almost as much as you bought it for (unless you got it on sale, then you can sell it for more!)

If you're renting, contact your landlord immediately!!!! Have seen what happens when one of those lets go. Trust me, your landlord REALLY REALLY wants to know about this problem!

If you are allowed to fix such things you can get the spare parts and washers at any good home depot shop.
With no clue where to turn the water off first, I suggest to ask the landlord - either for the right location or to get it fixed.
You should know how to work with plumbing materials and how to check / fix leaks before attempting a repair, especially old plastic can be brittle and if it breaks you are in more trouble than now.
And Instructables for similar repairs can be found too but it would make sense to know more details (maybe some pics) before giving the correct advise on a fix.
If you are renting I strongly suggest the official way over your landlord.
