check out my instructable on generic light effect modules...

https://www.instructables.com/id/Generic-Light-Effect-Modules/

the very last one can do it but don't try it on the street, like mpilchfamily said, its asking for trouble. the arduino only fires some mosfets and the car battery will power the light strips

for a proof of concept I used the Basics --> Blink sketch from the arduino ide example code to simulate the multiple flash of the strobes. see the attached video. It also works well with 10W LED's. Just try not to look at them.....

You'll want a controller designed for the LEDs as the arduino can't support the power needs of the lights.

Be warned any flashing lights that even closely resemble emergency professional light will get you pulled over. At which point the cop has the option to charge you with attempting to impersonate a police officer. Which will come with jail time. A friend of mine had a night rider style chaser set of Red lights in his grill and got pulled over for it. I've know people who got pulled over for having the blue LED light wide shield sprayers on there hood. Off road or not if seen by the authorities they can ticket you for it.
