Do you have the manual for the device? If not, try to download it on the internet.
Then just try to follow the menu structure in the manual. Like: Select on top left item, then it's the second item ...
If the device has a graphic display with icons, just compare the pictures with the manual.
If anything else fails, make a brute-force-attack by systematically trying any menu and sub menu. Take notes of what you have already tried.
Do you know the language that's used now? You could try to find someone who speaks that language.
Be careful with bwrussel's idea of poking things into your device. The Garmin etrex GPS has a little hole on the back that looks a bit like a reset switch (it's too small for a pen, though) That hole is not for reset, but the 'breathing hole' for the barometric (pressure) sensor inside.
canucksgirl's method will probably cover it but if not then a full, reset (there's probably a little pin hole button somewhere) should reset the factory settings. You will lose all settings and saved data.
Hard to say without knowing your GPS system.... but what I would do is visit Google Translate and type in a few words exactly as they appear in the GPS system to detect the language its stuck on. Once you have the language figured out, you can translate the menu options from that language to English, or from English to that language (for basic options like "Help", "Menu", "Language"); which should allow you to get to the menu area to change the language back to English.
