Comets seem to contain a lot of water ice - it looks like there is good evidence from isotope ratio measurements that cometary water is the likely source of most of earth's water.
Water is a molecule made from two Hydrogen and one Oxygen atoms. Hydrogen happens to be the most abundant element throughout the universe. Hydrogen (and Oxygen) would have coalesced along with the dust you mentioned to form the Earth. A small amount of energy provided by the Sun or lightning would cause these two elements to combine into water.
