This forum can help you:

If you can access the menu in OE, go to File |
Identities and set up a new Identity. If
you can then open to the Identity, go to File | Import | Messages and import
from the older Identity.
If you can't even access the menu items, and deleting
folders.dbx did not fix the issue, then you will need to rename the inbox.dbx
file or else move it to another directory.
OE should then start without locking up, as it will create a new inbox
and there won't be anything to read.

Outlook Express relies on DBX file
which stores all emails in DBX file. Each folder in Outlook Express is
available with .DBX extension like Inbox.DBX, SentItems.DBX etc.
If any error occurred with DBX
file then user can’t access email application. In this situation, user should
go through Microsoft Certified DBX repair tool. To check its free demo version,

Have you restarted your computer? Sometimes just a simple restart clears things up.
Otherwise, is your OE up to date with the latest updates?

Take the computer outside and set it on fire, then use recovery tool box and beat on it for a while.

I still wonder why people bother to use Outlook...
There are so many better options available.

Also it is no longer a standard part of Windows. The reason in the past was simply that Microsoft put Outlook express on all Windows computers. Now it does not so now if you want to use Outlook you have to buy it with MS Office. THunderbird is FREE and better.
