Program a cheap microcontroller to work with a electric odometer? Answered

I need suggestions for 1) a cheep microcontroller, and 2) how to program this controller to work with this setup (link) (minus the arduino) .  If that does not make sense just ask and I will try to answer as soon as possible. Edit: If this solution can have anything to do with the ATtiny85 that would be great because i just found a box at a garage sale that was full of them.

If you want a cheap micro-controller, go with the msp430. They used to be available for $4.30 from texas instruments with free shipping. I think the price went up though. Shipping should still be free and its rush 2 day delivery. Its dirt cheap and easy to use, they give you all the software too.
