As a rule having a wheel pull you forward (in front of your centre of mass) will self stabilise while being pushed (wheel behind your centre of mass) has a tendency to destabilise. Stable is safe and easy, unstable is fun and agile.
Keep in mind however that the front wheels are usually the ones that are also used for steering so anything attached to them will more complex.

Also, try to avoid using all caps when asking questions, it makes people less likely to answer..

rear pushing a wheel barrow is easier than dragging it - Better traction.
