Would putting a 27 mhz frequency crystal  instead of the one shown, and a ajusting it to the right amplitude make a RC work  with this curcuit http://sci-toys.com/scitoys/scitoys/radio/am_transmitter.html?

No. Even if it did transmit in the right freq. range, RC works by sending a coded signal to the receiver that then decodes the signal to know what to do. The signal you would be sending out would only be a continuous 27 mhz tone.

So I would just need to ajust the amplitude and frequency of 27 mhz?

You need a way to code the signal in a way that the receiver understands what you are trying to tell it to do. It's much more complicated than just adjusting the amplitude. Unless you just want an on/off signal.
