What are the R1 & R2 + C1 & C2 values?
So 555 U1 is the main flipper of the lights. The 3foot tall antenna takes in AM radio to add random random. The diode and C2 isolate U1from synchronizing to Vcc noise.
555 U2 is yours to adjust. When U2 pin_3 is high the 017 U3 freezes ie stops responding to the 100 Khz clock and turns on power to the appropriate light. When U2 is low the 017 U3 is flipping at about a 100khz.
U3 acts as a gated flip flop that with the two and gates drives one light or the other.

I can read and build circuits, though have not programmed.
The circuit is to incorporate into a set of two traffic lights. It is used in a Fire Service Drivers Challenge. When the Fire Appliance breaks a beam (this circuitry is already in place with a manual selector and a timer to keep the light on for 10 seconds) it triggers. The driver must quickly commit to that sudden left or right lane change.
I want to make the system automated without a human manually selecting the left or right light, by incorporating some kind of circuit that chooses left or right at random.
Can you read circuits, do you know how to code, what is alternating voltage ?
Take a switch and do it manually or provide proper information.There is always Google to ask but without infos you won't get any answers there either...
