I would say that your best bet it to do a fresh install. Back up all your files, and insert the windows 7 disc. At BIOS, would should see an option to select boot device, select that and boot from CD-ROM. At the installation, Select Fresh Install and Wipe the entire Hard Drive. It should guide you through the rest.

Stick in the windows 7 install disk and reboot. Under options or something, you can view your partitions. If vista is still installed somehow, it should show up. Then you should be able to delete just the vista partition leaving your windows 7 intact, then you can use it to expand it to the full capacity of the disk. I would still back up any important files, as if anything goes wrong whilst playing around with partitions, you could loose everything.

assuming you have a) the win 7 installation cd b) backed up important data you don't want to loose.

I would start by formatting the HD them install win 7 on a clean HD.

this will give you a clean install and automatically speed up things a lot - Vista will be gone also.

Win 7 likes a lot of memory - a min of 1 gig and 4 is better.

To be frank, unless it filled the HD to the brim and hence is messing up the amount left for swap (unlikely) removing it probably won't make a difference. But if you feel like it, sure, back up whatever you need later, reinstall win7 this time telling it to reformat (everything *will* be gone - if it's not backed up it will no longer be there - so make sure you have what you need). Don't get your hopes up too high though.
