Is a potentiometer considered a sensor?

It depends upon for what purpose you are using the Potentiometer. If you are using it with microcontroller for some inputs then you may consider it as a "Sensor". However, using it in a basic circuit in which the potentiometer is not giving any input to the IC(Including transistor and MOSFETs)and working more like a "Variable Resistor" then it will not be considered as a sensor.

Thank you for the clarification. The pot would be used like those in a Joystick to translate human position into an analog signal, then to an ADC for digital processing.
