Does anyone have suggestions as to what would be an inexpensive serger that would beit  used solely to re-hem knit tops?

I think you could do the same thing with some multi-stitch regular sewing machines that have some sort of stretch zig-zag  stitch on stretchy fabrics. 

I got an entry level Singer serger at Walmart for $200.  I do find it convenient because it cuts and trims the edge of the fabric as it overlocks it with the thread.  They are complicated to set up for all the various possible stitches but the basic overlock serves me well.  There are stores around me that sell refurbished industrial overlock sergers and the upper line starts at $500 to $900 which I don't think I would be getting enough use to justify the price.  Good luck.
