Well, the easiest way would be to do what millions of other people do: Use one of the many chat / group platforms out there.
There is something for everyone include people who like to play with code and programs.
What would be the point of discussion groups here?
Someone starts a topic and leaves soon after, other people post unrelated crap and someone has to clean it all up on a daily base...

But so Many people like to have discussion or chats with other programmers or ...
In other country and nationalities .And Lots of people use chat applications. But so you're idea is true too...
