DipTrace is very popular and pretty easy to use, and will produce industry standard output files such as Gerber which BatchPCB will accept.
It gives schematic capture, board layout, auto-routing, an extensive component library, ability to define your own components, rules checking, other custom libraries from the internet, etc etc.

The price??? . . . . . .  It's FREEEEEEEEEEEEEEEEE!

If you search the internet, the most common result will be EagleCAD. It's a great program that I absolutely love! Theres a free version that works perfect for all of my projects. You can go on SparkFun and find a tutorial on how to export your board to a Gerber format. BatchPCB, and most other PCB manufacturers require a Gerber format. I personally use EagleCAD for it's simplicity and BatchPCB because of it's price(they charge you by the sq. inch, so it's great if you just need 1 or 2 small boards!)

Not sure about BatchPCB...I'm not aware of that service bureau or their requirements

As for free. Maybe Eagle's free version? or the windows port of AutoTrax? (I think that's free).

Do they take NC drill files and gerbers?
