What can I do with this transformer from a 4 wheeler?
This is a working (I think) and I just wonder if I can wire it up and get some voltage for like a jacobs ladders or just a small arc?

. It's not a transformer, it's the stator from the alternator (or is it a generator?). Looking at the two charred poles, I'd be surprised if it works. You will need a rotor to go with it. Not sure, but, even if it works, I doubt if you will get much more than 15-20V out of it (designed to work with the 12V system on the 4-wheeler).
. Too bad it's not a magneto. :(

And they arent "charred" there rapped in some black crap.

Haha ya my bad i thought I mentioned it was a stator but I guess not, I know nothing about it I just thought it might be useful. thanks.

It's not much use as it is, but you might use the wire for something.
