Step one of wallpapering over Formica: remove the Formica.
The surface is so smooth, and water-repellent, that I cannot see normal methods working in the long term.
You'd at least have to sand back to a less water-repellent surface (beware of dust, though, as some makes of the generic product use formaldehyde in the resins), and probably prime the surface with a more generic adhesive, such as diluted Unibond.
