Gather an assortment of brass, copper and iron pieces; gears, analog gauges, fittings, pipe, nuts, bolts, screws, rivets, gadgets, doo-dads, whats-its and thing-a-ma-jigs.
Combine these with leather, wood and glass in an artful and unique way to create a device that looks like it could have been dreamed up by Jules Verne in the Victorian era.
Document your work and then post an Instructable on how you did it.
Nothing to it really, just use your imagination and skill.

The first thing you can get by walking around looking in dumpster, trash cans on trash day or moving day.  Pick up all kinds of interesting things.

Then you need to come up with an-

IDEA!

Once you have an IDEA! of what you want to do you will know what you need to have.

 You need zero things.

One of the points of steampunk is to use what you have lying around.

Go into your garage, your closet, your car, your catchall drawer, etc. and find spare parts to hodgepodge together.  You'll be surprised at what you come up with!

If anything, you might need a can of brass colored spray paint.  I find it useful in many situations.

Depends entirely on the project, and on how you approach the project.
