What be the best programmer/development board for someone new? Answered

I was wondering if anyone could point me in the right direction. I'm looking for a programmer/development board that your only limited to your knowledge and right now I don't have much, but will want to expand upon it without buying a whole new programmer/development board. So I'm also looking for something that will be easy to get started in also with tutorial to get you up and running. I don't want to start with something and be cut off and have to go out and buy something completely new and start all over again learning. What would anyone recommend for me and had experience in? Thanks for your help.

matrix board (the plastic thing with holes you stick stuff in) + electronics of all kinds + computer with parallel port (i recommend using optoelectric device between the circuit and the computer to avoid damage to computer if something is wrong with the circuit)

great. now try to controll them with the parallel port of the computer its safe to connect directly to the port if you dont have any power source in the circuit and its powered entirely from the port (suitable for LEDs and maybe some small melody chip and the like - the port has quite limited current but does not get damaged if you short circuit it - at least for short time)
