What can be the problem with this circuit? Answered

I built this Opto Sensitive Dimmer's dimmer part first just one led the Orange is light. but can be the problem? I built this on a test board so sorry for the soldering.

I assume it worked on a breadboard first?

I see some potentially bridged connections, lifted pads, and possible cold solder joints. It's hard to debug from this picture because there are honestly a lot of potential failure points. Not to mention, it might not even be the soldering at all. You could potentially have overheated one of the parts (it takes a lot of heat to lift a pad), or you could have shorted something if the soldering is incorrect.

Since these don't look like expensive components, I think it might be easier to start over (if possible), work very slowly, and try to keep the soldering very clean.

Your soldering leaves much to be desired. You need to check that you don't have any bridges across the tracks. Double, triple check your circuit is assembled correctly.
