If they're going to be used for protection, I'd be inclined to replace the broken tiles with new unbroken tiles. For an emergency, temporary fix, you could use tile grout to fill in small cracks, but only temporarily.
Like the others I am mildly confused. Are these tiles broken and needing to be repaired or are the tiles fine but have come loose from whatever they were fastened to? And is the heater intended to be used again or is it just decorative?
So you want to glue high temperature matrials with some highly flamable glue, smart... Replace the broken tiles and get the right oven rated adhesive for them.
