Hard to tell how many leads it has. If it only has 2 leads its an Inductor. Is if has more it could be a transformer.

If its CT, it only has 2

or some guy just coiled some wire together..... but its 99% an inductor/transformer

What they do ?
The turns of wire on a toroid made of some kind magnetic metal or ceramic do some or all of the following :
  • Limit DC current buildup for a short time
  • Preform as a resistor to AC without wasting as much energy
  • Store energy in a magnetic field you can not see
  • Deliver a high voltage if the current is externally interrupted
  • Can detect a magnetic field of an electric wire placed through the toroid
