LM3915 is a Dot/Bar Display Driver an analog divice that runs at voltages over 5v analog kind of like a sine wave, Digital is binary 0 or +5v .

the analogue IC's works on various wave forms while the digital IC's works only on 0's and 1's.

Both sortof, it is an led river accepting digital controls in the 5v range, but can sink and provide more current then most digital systems use, thinking of it asdigital is the most accurate since it uses digital control.
