For Instructables, it's a little picture that subscribed members can send to indicate some form of acknowledgement of another member's conduct, text, or instructable. (the recipient need not be a subscribed member of Instructables)

It's a way of another Instructables member congratulating you. Either because you earned it or your just awesome ;)
They are pretty fun to get. Only pros can send then but anyone can receive them.
