What is the importance of utilization of this cell in this devise ?
''Suppose that a water electrolyzer functions under the effect of voltage provided by a chromium-silver cell. To perform the electrolysis of water an electrolyzer containing distilled water with few drops of sulfuric acid is connected to an electrochemical cell .''

Assuming your referring to the Chromium-Silver Cell...
The cell is used as a current source. It is connected to 2 electrodes placed in the water to separate the Hydrogen on Oxygen atoms in the water.

I think 'cell' in this case refers to the opposite of battery, the current load that does the electrolysis work.
