In consideration of both views and comments, today it's KiplaysLaser-Flashlight-Hack. With nearly 1900 comments, it is by far the most heavily commented (next on the list is below 1500). In terms of views it's in 3rd place with upwards of 697,000 this is not more than 9% less than the most viewed Instructable (less than 600 comments).
LED Throwies is only a fraction of a percent ahead on views, but with roughly half the comments

Last time i tried that it not only sorted it by most views but also by other things like recent or featured. I meant to put that in the question but seems i didnt.

Those two give you the most viewed and the most comments. You'll see e.g. LED Throwies in both, so the answer you're after is in there somewhere. It depends how you want to combine views and comments.
