Hi I think it is called a flooring clamp. The two pegs go either side of the joist to allow you to pull the floorboards tight while you fix them in place (nail them down

I thought it was a paving flag lifter to place where needed ?

It's a BoWrench. Its used to bend twisted deck boards into place.

I've seen one of these before, but for the life of me I can't remember where and I don't think its a tool as much as I think it is a handle.
And correct me if I'm wrong, but the two tubular pieces move freely, yes?
Is there any name or marking on the hand grip?

Yes. The two pieces move freely. Unfortunately there are no markings on it.
