I've seen one of these before, but for the life of me I can't remember where and I don't think its a tool as much as I think it is a handle. And correct me if I'm wrong, but the two tubular pieces move freely, yes? Is there any name or marking on the hand grip?

It's a BoWrench. Its used to bend twisted deck boards into place.

Yes. The two pieces move freely. Unfortunately there are no markings on it.
