Rubber stamps are a handle with a rubber pad that has something written on them.

They wet the stamp with an ink pad and stamp papers like a loan application with accepted or rejected.

Banks use them when processing checks the stamp will have the bank its address and the date.

Or in the context Quadrifoglio used automatic approval or rejection.

thanks, I thought rubber stamping was some sort of melting rubber and stamping onto something!

You almost described how to make a rubber stamp.

When I was a teen I worked in a print shop making rubber stamps.

They would etch what they wanted on the rubber stamp in a zinc plate.

In a heated press they would imprint the zinc plate into bakelight.

Then they would melt raw rubber into the bakelight and cook it in the heated press.

After that trim off the excess and glue it to the stamp handle.

In current contexts, it means an “automatic approval” or an artistic craft (using…rubber stamps). Google rubber stamping and take your pick.
