They could add more detail than with cloth and it would not break like the old porcelain doll heads. This looks like a Chip-N-Dale chipmunk. If it does not have any Disney logos on it, that would make it an unauthorized almost-Chip. Sorry I don't have an exact maker on it. Go into ebay and search "vintage plastic face plush"; you'll get several things similar to this.
