Supermarket notice board - That's where I got mine from, Even a mobility shop may have something that's not worth selling main stream.

Ebay, often parts available as well if you don't need the whole thing.

Look at ebay, craig's list, scooter retail sales stores, in the classified ads for estate sales, yard sales etc. But cheap? That depends on what your definition of cheap is.
