Why I can't see my featured Instructable in first page ?
My instructable is in editor's picks page . But I can't see it in first page . Is there any rules for be in first page ?

It may have been featured at category level or you could have just missed it.

Also I have same problem for my other featured Instructables .

You don't have any top-level features. The ones which are featured were featured at Category level.

It was featured at Category level by a member of staff.

Like becker said, it's either been a category or channel level feature instead of a home page feature. If you are featured to the homepage, they will send you an email, and at least lately they've also been awarding 3 month subscriptions for that.
